Vespa Club creation

I am trying to find out how to create and register a new national Vespa Club, what is the procedure to do it?
As far as I know the FIV no longer exists and the Vespa World Club is the place to go, but I tryied to contact them without any answer.
Is there a central organization or all the Vespa clubs are now only local and self-organized?

you can find information there check on the National Club list if there is one in your Country:

I am already in contact (thanks to David Burley, from the Vespa Club of Britain) with Martin Stift, that deals with the creation of new national Vespa clubs at the Vespa World Club, and he will help us with this process after january 9. Anyway thank you very much for the information.
